Application for Criminal Record Certificate

Depending on where/who you are going to submit your certificate of criminal record to and/or the reason for your application, your application may not be immediately accepted.
Please make sure that you make inquiries about your application to us on the telephone during our office hours before you apply for this certificate.

When you plan to visit a foreign country for a particular purpose (e.g. permanent residency, long term stay, social activities, etc.), your Japan-issued certificate of criminal record may be required by the government of the foreign country. To meet the needs of visitors to foreign countries in such cases, the Saitama Prefectural Police Headquarters provides a certificate of criminal record issue service.

1.You can apply for this certificate if :

  • Your registered residential address is in Saitama prefecture.
  • You currently reside outside of Japan but your last registered residential address was in Saitama prefecture.

Notes :

  • Collecting your fingerprints is necessary for the verification process, so please be sure to apply in person.

  • If your nationality is not Japanese and one of the following applies to you, please contact us before your application :
    • a.) Anyone who has traveled outside Japan before July 8, 2012
    • b.) Anyone who is not on a medium term or long term visa

2.Where to apply (where to contact)

  • Identification Division (in charge of certificate of criminal record), Criminal Investigation Department, Saitama Prefectural Police Headquarters
  • This office is located on : 8th fl., Saitama Local Government 2nd bldg., 3-15-1, Takasago, Urawa-ku, Saitama-shi, Saitama prefecture
    Tel : 048-832-0110 Ext. : 4643 or 4644
  • To get to this office, please take the Utsunomiya Line, Takasaki Line, or Keihintohoku Line to JR Urawa Station and take the west exit. The office is approximately 13 minutes on foot from JR Urawa Station.
  • Please be sure to visit the police reception desk located on the 1st floor of the north side of this building and collect a visitor's badge before application.

3. Documents required for application

If your registered residential address is in Saitama Prefecture, you will need :

1.Supporting documents to justify your application (Any document without your name on it cannot be accepted. For any questions about this, please contact us by telephone.) 

2.Passport *

3.【If your nationality is Japanese, you will need one of the following documents : 】

  • Your driver's license
  • Basic resident register card (Jumin-Kihon-Daicho) with your photo on it
  • Resident card (Juminhyo) which must have been issued within the last 6 months

【If your nationality is not Japanese, you will need one of the following documents : 】

  • Residence card
  • Special permanent resident certificate
  • Alien registration card
  • Resident card (Juminhyo) which should contain your status of residence and date of expiry of your visa and must have been issued within the last 6 months

If you currently reside outside of Japan but your last registered residential address was in Saitama Prefecture, you will need :

  1. Supporting documents to justify your application (Any document without your name on it cannot be accepted. For any questions about this, please contact us by telephone.)
  2. Passport *
  3. Any document that proves your current residential address (e.g. your foreign driver's license)
  4. 【If your nationality is Japanese, you will need : 】

Certificate of your resident deregistration (Juminhyo-No-Johyo) or certificate of your residential address history (Koseki-No-Fuhyo) which must have been issued within the last 6 months

【If your nationality is not Japanese, you will need : 】

Certificate of your resident deregistration (Juminhyo-No-Johyo) which should contain your status of residence and date of expiry of your visa and must have been issued within the last 6 months

* If you plan to renew your passport or if you need to update your passport, please do this first before you apply for your certificate of criminal record.

4. Office hours

Monday through Friday (excluding Saturdays, Sundays, national holidays, year-end holidays and new-year holidays) :

From 8:30 a.m. to noon

From 1:00 p.m. to 5:00 p.m.

Notes :

  • You do not need an appointment to make an application.
  • The whole application procedure will take approximately 15 minutes.

5. Issue of certificate

  • Processing time is approximately 10 days.
  • Please allow longer (about 2 to 3 weeks) if applying just before consecutive national holidays (e.g. year-end holidays, new-year holidays, and Golden Week holidays).
  • You are required to collect your certificate at our office in person. However, if you would like to authorize someone to collect your certificate on your behalf, please notify us at the time of your application.
  • Your certificate can not be sent to you by mail.

If you currently reside outside of Japan, your application can be made at your local Japanese Embassy or Japanese Consulate. Please contact them for more information on how to apply.

Note :
If you have already made an application in a country outside of Japan, you are not allowed to make the same application in Japan again.
